BREAKING NEWS: Cambodian Police Arrests One Alleged Rebel Associated with Arms Trafficking Ringleaders


Phnom Penh, Nov. 1 – Police arrested one alleged rebel on Thursday in Phnom Penh’s Por Sen Chey district, suspecting of associating with arm dealers who wished to topple the legitimate government, district police Yem Saran told Fresh News.
Peng Ra, 48, was suspected of linking with a group of eight who wished to cause social disorder, leading to coup. All of them were consecutively arrested in September and October.
On the 5th October 2018, Cambodian police arrested two leaders of the group in Pailin province, western of Cambodia near the border of Thailand, while another leader Bun Proser, nicknamed Thongdy, 44, was arrested two days earlier in Preah Vihear province, according to senior court official.
Thongdy was allegedly charged of appointing armed group and conspiring with weapons, a violation of Cambodian criminal code. Police confiscated from him one handgun, one long-gun, and explosive devices and materials.


The other members were arrested on 24 September 2018 and sent to jail accordingly; they were allegedly charged with “illegal armed trafficking”, according to Director of Phnom Penh municipal court Taing Sunlay.

EBA Withdrawal Won’t Disturb Chinese Business in Cambodia, Says Investor of Sihanoukville Special Economic Zone


Jiangsu, China Nov. 1 – Hodo Group, China's largest investment firm and the investor of Sihanoukville Special Economic Zone, said that the withdrawal of EU’s preferential scheme (EBA) from Cambodia will not affect Chinese investment in Sihanoukville Special Economic Zone (SSEZ).
Jack Chen, managing director of SSEZ, said there are three factors attracting Chinese companies and other countries to invest in Cambodia – low-cost labor, tax policy, and incentives policy, addressing to Cambodian media delegates in a visit to his company in Jaingsu, China.
"The withdrawal of EBA from Cambodia will have some effects, but not serious. We have variety of markets, not only Europe but markets in China, USA, and Japan,” Jack Chen told the delegates.
Hodo Group is a firm investing on textiles, construction, bicycles and pharmaceuticals. HODO Group earns more than 60 billion yuan (US$ 8.7 billion) in revenue per annum and currently employs more than 20,000 people. The company started to invest in Sihanoukville Special Economic Zone in 2007, covering an area of over 13 square kilometers. According to Jack Chan, the investment capital of SSEZ district has now reached $500 million. SSEZ comprises of 130 factories, and employs about 21,000 Cambodians with suitable salary.
Jack Chan pledged to attract more investors from the United States, France and Italy. With the geographical advantage of Sihanoukville, Jack is optimistic to bring SSEZ to Shanghai Securities Exchange to attract more investors to Cambodia.
Chen Peihua, representative of the Chinese embassy in Cambodia and program coordinator, stated that Hodo Group has contributed to the resilience of Cambodian-Chinese relations, and also provided employments to Cambodians.

Belarusian president expresses readiness to help resolve conflict in Ukraine


MINSK, Oct. 27-- Belarus is ready to help resolve the conflict in Ukraine's east if there is the consent of interested parties.
The conflict in Ukraine has to be resolved by the three Slavonic nations (Russia, Ukraine and Belarus), Belarusian President Alexander Lukashenko said at the First Forum of Regions of Belarus and Ukraine in Gomel on Friday.
"It's our misfortune. Neither Europeans, Americans, nor anyone else. We have to resolve this problem so that it will not be frozen following the example of other once hot spots in the post-Soviet space," the Belarusian leader said.
The president stressed that Belarus is ready to work only within the framework of agreements between Ukraine and Russia, the two presidents.
"We are not asking for the role of a peacekeeper or a mediator," the president said. "Belarus cannot and will not do any peacemaking if the two presidents don't want it," he added.
In his turn, Ukrainian President Petro Poroshenko thanked Belarus for enabling conditions for peace talks in Belarus.
"There is trust between Ukraine and Belarus, between Lukashenko and Poroshenko. I am positive that this trust will evolve into security, reliability, friendship and cooperation," Poroshenko said.

Xi meets Japanese Prime Minister, urging effort to cherish positive momentum in ties


BEIJING, Oct. 27-- President Xi Jinping met with Japanese Prime Minister Shinzo Abe in Beijing Friday, calling on both sides to cherish the good momentum in bilateral ties.
Xi welcomed Abe's official visit to China and spoke highly of his positive efforts in improving and developing China-Japan relations in recent years.
"China and Japan, as close neighbors with great converging interests, are major world economies and influential countries," Xi said. "The healthy, steady and long-term development of China-Japan ties is in the fundamental interests of the two countries' people, and represents common expectations of the international community."
This year marks the 40th anniversary of the signing of the China-Japan Treaty of Peace and Friendship.
"The treaty, signed by the elder generation of leaders of both countries, established a general direction of lasting peace, friendship between the two countries in the form of law, and provided solid support for both sides to conduct mutual beneficial cooperation, achieve common development, and properly deal with sensitive historical issues and the Taiwan issue," Xi said. "With concerted efforts by both sides, China-Japan ties are back on track and gaining positive momentum. This is worth cherishing."
He called on both countries to "adhere to the various principles affirmed in the four political documents, stick to the general direction of peace and friendship, continue their joint efforts in mutual beneficial cooperation and further develop bilateral ties."
"Under the new situations, China and Japan, increasingly interdependent in bilateral areas, also share more common interests and concerns on multilateral occasions," Xi said.
"Thorough strategic communication should be carried out, and the two countries' dialogue mechanisms should play a better role via diverse channels at multiple-levels, so that each side can precisely grasp the other's development and strategic intentions."
The two sides should effectively implement the consensus that they are partners rather than mutual threats, facilitate positive interactions, and deepen mutual political trust, Xi said.
The Chinese president also called for tapping the potential of higher-level cooperation.
"As China continues its reform and opens its door even wider to the world, more opportunities have emerged in China's cooperation with countries including Japan," Xi told Abe. "Japan is welcome to participate in China's progress in the new era."
He expressed his hope of facilitating people-to-people exchanges between China and Japan, boosting mutual understanding, and encouraging the young to strive for friendship between both countries.
"China and Japan should interact more actively in the security area, foster constructive security relations, and pursue the path of peace and development for regional peace and stability," Xi said.
He called on the two sides to cooperate closely in the international arena, expand common interests, promote regional economic integration, jointly combat global challenges, safeguard multilateralism and uphold free trade and construct an open world economy.
Xi reiterated the importance of keeping promises, noting that China and Japan should "act on the basis of their four political documents and consensus, deal with problems and differences constructively, so as to maintain the political foundation guiding healthy development of bilateral ties."
Abe voiced his pleasure at paying an official visit to China at the "important moment" of the 40th anniversary of the signing of the treaty.
"It is hoped that through this visit, the two sides will usher in a new era when 'competition is transformed into coordination,'" Abe said.
As close neighbors, Japan and China should push forward bilateral ties on the basis of the principles set in their four political documents and in the spirit of "cooperating in a mutual-beneficial way and never posing a threat to each other," he said.
The two countries should contribute to regional and international peace, as well as free trade, he suggested.
Saying Japan welcomes and supports China's efforts in furthering opening-up, Abe expressed Japan's willingness to intensify exchanges with China to lay the social foundation to improve bilateral ties.
The Japanese prime minister called on both sides to manage differences properly and make joint efforts to maintain regional stability and prosperity.
Calling the Belt and Road Initiative "promising", Abe said Japan was willing to beef up cooperation with China in wide areas, including the exploration of third-party markets.

U.S. parcel bomb suspect charged with five federal crimes


WASHINGTON, Oct. 27 -- U.S. Attorney General Jeff Sessions said on Friday that package bomb suspect Cesar Sayoc, of Florida, is in the custody of the FBI and has been charged with five federal crimes.
"He has been charged today with 5 federal crimes, including interstate transportation of an explosive, illegal mailing of explosives, threats against former presidents and certain other persons," Sessions told a press conference announcing the charges.
The defendant faces up to 58 years in prison if found guilty and charges against him "charges may change or expand as the investigation proceeds," Sessions said.
"We will not tolerate such lawlessness, especially political violence," he said.
Sayoc, 56, is accused of sending more than a dozen pipe bombs through the mail to prominent Democratic figures, including former President Barack Obama and former U.S. Secretary of State Hillary Clinton, as well as liberal news channel CNN.
FBI Director Christopher Wray told reporters that federal authorities have located 13 improvised explosive devices that were similarly assembled and that they were "not hoax devices."
Each of the pipe bombs contained materials that could react and cause a potential explosion, according to Wray.
He said that it's too early to discuss a motive behind the pipe bombs, none of which exploded and led to injuries.
According to court and other public records, Sayoc has a lengthy criminal and court record in Florida.
Reports said Sayoc is a registered Republican and ardent Trump supporter who pushed far-right conspiracy theories online.
Earlier in the day, U.S. President Donald Trump said the suspect will be prosecuted "to the fullest extent of the law."
Speaking at the White House, Trump said "these terrorizing acts are despicable," while calling upon Americans to unify.
